Mobilidades forçadas: os impactos da guerra da Ucrânia no refúgio contemporâneo e para a comunidade internacional

    Historicamente, as relações entre Ucrânia e Rússia foram permeadas de tensões. Perpassando momentos de sua condição como território anexado a União das Repúblicas Socialistas Soviéticas, negociações com os vizinhos russos a partir dos anos 1990, e a crise da Crimeia de 2014, as bases diplomáticas entre os territórios encontram-se mais uma vez estremecidas pela denominada Guerra da Ucrânia, deflagrada em fevereiro de 2022. Encarado como o ponto máximo de tensão entre os países diretamente envolvidos desde o fim da URSS, e o mais preocupante conflito na Europa desde a Segunda Guerra Mundial, os embates russo-ucranianos produziram sujeitos que expulsos de seu lar, e não podendo mais regressar, viram-se forçados ao desterro. Instâncias e organismos internacionais logo se mobilizaram para o acolhimento e alocação dos necessitados, o continente logo percebeu-se diante de uma onda substancial de deslocados, que necessitavam de acolhimento e cuidados fundamentais. Diante disso, tratativas foram montadas, jurisdições levadas em conta, e tribunais acionados. Entre simpatizantes e céticos ao acolhimento, é inegável que a leva de refugiados provenientes da situação calamitosa, configura-se como uma grave crise humanitária, que aliada com outras catástrofes, aflige o século XXI, e coloca-o na compreensão de uma era do refúgio, em que sistematicamente direitos humanos são violados, e populações, deslocadas e/ou exterminadas. Diante dessas discussões, e levando em conta outras que englobam os direitos humanos e suas preservações fundamentais, atentando-se sobretudo aos organismos que visam o resguardo dos refugiados, o trabalho visa compreender os impactos do conflito na produção do deslocamento contemporâneo e as decorrentes discussões e debates internacionais que se fazem presentes no cenário mundial.

    Historically, relations between Ukraine and Russia have been permeated with tensions. Passing moments of its condition as annexed territory to the Union of Soviet Socialist Republics, negotiations with Russia's neighbors from the 1990s, and the 2014 Crimean crisis, the diplomatic bases between the territories are once again shaken by the so-called War of Ukraine, which broke out in February 2022. Viewed as the highest point of tension between the countries directly involved since the end of the USSR, and the most troubling conflict in Europe since World War II, the Russo-Ukrainian clashes produced subjects who were expelled from their home, and unable to return, were forced into exile. International bodies and organizations soon mobilized for the reception and allocation of the needy, the continent soon realized itself in the face of a substantial wave of displaced people, who needed fundamental reception and care. Faced with this, settlements were mounted, jurisdictions taken into account, and courts broughtin. It is undeniable that the wave of refugees from the dire situation is taking them in,among sympathizers and skeptics, a serious humanitarian crisis which, together with other disasters, afflicts the 21st century and places them in the comprehension of an era of refuge, in which human rights are systematically violated, and populations are displaced and/or exterminated. Faced with these discussions, and taking into account others that encompass human rights and their fundamental preserves, paying particular attention to the organizations that aim to protect refugees, the work aims to understand the impacts of the conflict on the production of contemporary displacement and the resulting international discussions and debates that are present on the world stage.
