    Tras sucesivos anteproyectos, elaborados uno tras otro a lo largo de más de un año, en julio de 2013 el Gobierno de España aprobó finalmente un texto que abordaba la reforma parcial del régimen local español bajo la denominación de Ley de Racionalización y Sostenibilidad de la Administración Local. El debate, como podía imaginarse, estuvo servido desde el principio . Y, ciertamente, el texto finalmente aprobado, la Ley 27/2013, de 27 de diciembre, aunque incorpora importantes medidas especialmente desde la lógica de la sostenibilidad financiera de las haciendas locales, dista mucho en el fondo y en la forma de los primeros borradores conocidos.

    The debate on the structure and articulation of our local government, which has transcended medially only partially, is actually one unfinished business of our territorial organization of the state. And in the spite of the adoption of the last Act about the reform to our system of territorial decentralization. In this paper we try to answer the following question has been some progress with the text of this law? Certainly after the controversial parliamentary debate, the occasion and opportunity when the reform is approved, it is essential to try to answer I posed this question to both scholars in the field and by citizens in general. Response shall be deduced the expected effects and results of the this reform in practice.
