    La descentralización tiene distintos significados, cada uno de sus tipos y dimensiones tiene implicaciones distintas en la vida municipal. De ahí que el diseño de un proceso de descentralización determine los resultados que se obtendrán de su implementación. El objetivo de este texto es examinar brevemente la evolución del proceso de descentralización en México que ha impactado a los gobiernos municipales y determinar cuáles son los efectos que ha tenido en su gestión y relación con su ciudadanía, la federación y los estados.

    El trabajo se estructura en cinco partes. La primera sintetiza los conceptos teóricos que se utilizarán para el análisis. La segunda sección ofrece un breve recuento de los antecedentes históricos del municipio mexicano y su pasado centralista. El tercer apartado analiza las etapas en que se ha llevado a cabo la descentralización en el país y la cuarta sección describe los efectos que ha tenido. La última parte reflexiona sobre la situación actual de los gobiernos municipales y las perspectivas que tienen en el corto y mediano plazo.

    Decentralization has different meanings, each of its types and dimensions has different implications in municipal life. Hence, the design of a decentralization process determines the results that will be obtained from its implementation. The objective of this text is to briefly examine the evolution of the decentralization process in Mexico that has impacted municipal governments and determine what effects it has had on their management and relationship with their citizens, the federation and the states.

    The study is structured in five parts. The first synthesizes the theoretical concepts that will be used for the analysis. The second section offers a brief account of the historical background of the Mexican municipality and its centralist past. The third section analyzes the stages in which decentralization has been carried out in the country and the fourth section describes the effects it has had. The last part reflects on the current situation of municipal governments and the perspectives they have in the short and medium term.
