Most of the health actions within a system are not carried out at the desks of expert advisers or in the speeches of politicians' halls, but rather through the coordinated work of the health teams that, when they guide their efforts, are capable of promoting large processes and achieving relevant health goals for the country. The essay addresses aspects to consider in the participation of this key actor and its organizational culture to design, implement and evaluate any health reform that wants to be carried out.
