    Existen fundamentos jurídico-sociales que sustentan la necesidad de promover las bases para la creación de una auténtica ciudadanía, que permita deslindar los derechos y obligaciones de sus miembros. La individualización de los mismos debe reposar sobre una científica y exacto determinación, iniciada desde el momento del nacimiento, de manera que torne factible el otorgamiento de una cédula de filiación-identificación diferencial, como persona humana, dentro del conglomerado social del orbe. El nacimiento determina la existencia de la persona humana, como ente físicamente visible; adviniendo la aptitud y capacidad jurídica de éste, únicamente, del hecho de su vivencia, la que le confiere el carácter de sujeto de derecho y obligaciones.

    There are legal and social foundations that underpin the need to promote the foundations for the creation of a genuine citizenship, allowing delineate the rights and obligations of its members. Individualization of them must rest on a scientific and accurate determination, it started from the time of birth, so that the granting of a certificate of affiliation differential-identification as a human person, in the social conglomerate of the world becomes feasible. The birth determines the existence of the human person, and physically visible body; adviniendo fitness and legal capacity of the only, the fact of his experience, which gives it the character of a subject of rights and obligations.
