    El presente escrito surge como una derivación del marco teórico, metodológico y avances de la tesis doctoral del autor. El objetivo de este artículo de revisión bibliográfica, realizado mediante una metodología descriptiva, que conduce de modo pertinente a mostrar como en tiempos de y pos pandemia las tecnologías disruptivas / internet, IoT, Inteligencia artificial, Big data, están jugando un papel crucial en la promoción del derecho a la inclusión digital y otros derechos, al proporcionar a través del acceso a la información, servicios y oportunidades que son fundamentales para la participación plena y equitativa en la sociedad de la información y el conocimiento. Sin embargo, cuando de tecnología se trata, se debe de tener presente que las mismas presentan una dualidad que gira entre riegos y beneficios, por lo que su uso y creación deben darse en el marco del respeto por el otro, aunado a los valores ético morales que nos embargan como humanos y sociedad.

    This writing arises as a derivation of the theoretical, methodological framework and advances of the author's doctoral thesis. The objective of this bibliographic review article, carried out using a descriptive methodology, which pertinently leads to showing how in times of and post-pandemic, disruptive technologies (internet, IoT, artificial intelligence, Big data) are playing a crucial role in the promotion of the right to digital inclusion and other rights, by providing through access to information, services and opportunities that are fundamental for full and equitable participation in the information and knowledge society. However, when it comes to technology, it must be kept in mind that they present a duality that revolves between risks and benefits, so their use and creation must occur within the framework of respect for others, coupled with ethical values. morals that overwhelm us as humans and society.
