    El presente trabajo de investigación tiene diversos motivos que justifican su realización, se utiliza la investigación mixta para analizar la leyes en materia movilidad vial así mismo se realizaron encuestas, uno de los principales fines es diagnosticar las posibles causas y proponer soluciones para la movilidad en el estado de Quintana Roo, principalmente en la ciudad de Chetumal, Othón P. Blanco.En este  senrtido abordamos la modificación al artículo 4° Constitucional, ya que con dicha reforma al artículo, la movilidad ya ha sido considerado como Derecho Humano y esto puede ser un parteaguas para que haya una transformación en materia de seguridad vial en México, así mismo abordamos las dos ramas en que se subdivide el derecho humano a la movilidad la seguridad vial y la cultura vial, en ellas son importantes dentro del engranaje que debe tener la movilidad, ya que ambas sirven para prevenir o minimizar al máximo los accidentes viales, desde tener un vehículo que funcione correctamente, hasta tener el conocimiento de los reglamentos de tránsito.

    This research work has various reasons that justify its implementation, mixed research is used to analyze the laws on road mobility, surveys were also carried out, one of the main purposes is to diagnose the possible causes and propose solutions for mobility in the state of Quintana Roo, mainly in the city of Chetumal, Othón P. Blanco. In this sense we address the modification to article 4 of the Constitution, since with said reform to the article, mobility has already been considered a Human Right and this can be a watershed for there to be a transformation in terms of road safety in Mexico, likewise we address the two branches into which the human right to mobility is subdivided, road safety and road culture, in which they are important within the mechanism that the mobility, since both serve to prevent or minimize road accidents as much as possible, from having a vehicle that works correctly, to having knowledge of traffic regulations.
