    El pueblo es en quien recae la soberanía. La soberanía es un poder ilimitado en la sociedad civil, por tanto, el pueblo es el único capaz de darse una constitución. En consecuencia, el pueblo soberano, tiene el derecho natural de poder cambiar  total o parcialmente la Constitución Política de un país. La soberanía no el poder absoluto que ejerce una sociedad, o contrariamente el poder absoluto de quienes lideran sociedad, sino la manifestación de la voluntad social, orientada, hacia la creación o modificación de lo que ideológicamente se concibe como el Estado, vale decir la legitimidad de su organización social, para que tenga fuerza unitaria, y enrumbe los destinos de una nación.

    The people are in whom sovereignty rests. Sovereignty is an unlimited power in civil society, therefore, the people are the only one capable of generating their own constitution. Consequently, the sovereign people have the natural right to be able to change totally or partially the Political Constitution of a country. Sovereignty is not the absolute power exercised by society, or conversely the absolute power of those who lead society, but the manifestation of the social will, oriented towards the creation or modification of what ideologically conceived as the State, namely the legitimacy their social organization, to have unified force, and guides the destinies of a nation.
