La relación del Estado colombiano con el fenómeno paramilitar: por el esclarecimiento histórico

    El proceso que actualmente desarrolla el gobierno del presidente Álvaro Uribe con las AUC aún despierta muchas más preguntas que respuestas. Este artículo plantea una cuestión central: ¿Se trata de lograr la superación del paramilitarismo como fenómeno histórico y estructural o, más bien, sólo la desmovilización y reinserción de las AUC, una de sus expresiones militares específicas? Es con el ánimo de arrojar luces sobre este espinoso asunto que el texto presenta tres temas fundamentales: en el primero se hace un breve recorrido histórico de las políticas del Estado en relación con el paramilitarismo, así como del tratamiento que los grupos paramilitares han recibido en las diferentes etapas del proceso de paz; en el segundo se analiza las políticas y el enfoque de la administración actual en relación con el paramilitarismo; y en el tercero se presenta la propuesta para la creación de una comisión de esclarecimiento histórico sobre la responsabilidad estatal en el fenómeno paramilitar como elemento fundamental para su superación.

    The process that is actually being developed by the government of President Alvaro Uribe and the AUC (name in Spanish for United Auto-defense of Colombia) still rises more questions than answers. This article poses a central question: Are they trying to overcome paramilitarism as a historical and structural phenomena or is it only a demobilizing and reinsertion program for the AUC, one of its specific military expressions? It is with the intention to throw some light on this thorny subject that the text presents three main themes: in the first one a brief historical round is made of the state policies in regards with paramilitarism, just as well as on the treatment that paramilitary groups have been subject to during the different stages of the peace process; in the second, an analysis of the policies and approach of this administration regarding paramilitarism is made and in the third a proposal is submitted for the creation of a historical enlightening commission about the state’s responsibility in the paramilitary phenomena as a main element to overcome it.
