La periferia caraqueña: desarrollo e influencia en el funcionamiento de la ciudad

    Este artículo sobre "La Periferia Caraqueña" comienza con unas reflexiones sobre el tema de la periferia urbana y su importancia en las grandes metrópolis, se considera la periferia como un lugar donde se localiza una realidad social y espacial muy diferente a la que se desarrolla en las áreas centrales, en general, las periferias son sectores urbanos en donde conviven diferentes intereses que, por las presiones de crecimiento urbano, no se les permite madurar en forma progresiva, para que su inserción en la estructura urbana de la ciudad sea en forma coherente y no se conviertan en lugares desarticulados, con importantes problemas de dotación de servicios, de identidad y de movilidad, por falta de vínculos claros con las denominadas áreas centrales. Uno de los planteamientos centrales es el repaso que se hace de la historia en el crecimiento físico de Caracas, se muestra cómo la periferia no es sólo un fenómeno de los últimos años, sino que en la medida en que va creciendo la ciudad, tanto en expansión física como en consolidación de su estructura, esa periferia varía al presentar cambios estructurales y da paso a nuevas periferias. También se toca en forma breve la forma en que el gobierno y el sector privado han actuado en la construcción de la ciudad, cómo se han desarrollado lo procesos de planificación, y se concluye con algunas consideraciones sobre los problemas más importantes que afectan el funcionamiento de la ciudad como un todo lo que se reflejan principalmente en su periferia.

    This article about "Caracas Periphery (Suburbs)" begins with some reflections about the urban periphery and its importance in big metro polis. The periphery is considered as a place where the social, spatial and economic behavior are very different compared to that development in the central areas of the city. In general, the peripheries are urban areas of the city where different interests coexist. Due to urban growing pressures, they are not allowed to mature progressively to be inserted in the urban structure of the city in a coherent way. Instead, peripheries are growing as unarticulated places having inadequate services, lack of identity, and transportation deficiencies due to the lack of specific links with the named central areas of the city. One of the central topics is the review of the Caracas physical growth history. This review shows that the periphery is not a phenomenon [rom the last years. Instead, the physical as well as the structural expansion produced by the natural growth of the city induces structural changes to the periphery giving place to new peripheries. Another topic briefly mentioned is the way how the government and private sector have proceeded regarding the city growth. It also mentions the development of the planning process in the city. Finally, the article concludes with some considerations regarding important problems that affect the development of the activities of the city as a whole and that are mainly reflected in its periphery.
