Esta monografía pone a la luz el importante papel que, crecientemente, juegan las Organizaciones No Gubernamentales (ONG) para la consolidación de la democracia en la actividad legislativa-regulatoria de la Administración Pública; primero, como expresiones de la sociedad civil que participan en la construcción y definición del interés general a ser defendido por ella, supliendo las actuales de ciencias de ciudadanía y, segundo, como importantes instrumentos para obtener verdadera e ciencia y buenas prácticas en los procesos regulatorios de la Administración. La instauración de la democracia como el sistema de gobierno predominante en el mundo ha significado el incremento en la presencia de las ONG como herramientas para la construcción de una democracia sustantiva y no meramente formal, un propósito que también ha alcanzado la actividad administrativa. Estas organizaciones, inicialmente creadas en países desarrollados como alivio a las necesidades materiales de los pobres y marginados (caridades), han devenido en los países en desarrollo en actores principales para la promulgación de valores democráticos en la Administración, siendo que sus actividades, correlativamente, se han incrementado conforme crecía el nanciamiento desde los países desarrollados. El éxito alcanzado por estas organizaciones en la promoción de la democracia ha producido un fenómeno de retroalimentación hacia los países desarrollados y ahora ellas son actores importantes para contrarrestar la influencia de las industrias y la tecnocracia en la actividad administrativa regulatoria, ayudando, al final, a producir soluciones más eficientes, unas que consideren no solo el aspecto cuantitativo (económico), sino cualitativo (democrático) también. Las ONG en la actualidad juegan un papel importante en la construcción de la institucionalidad democrática, camino seguro a la e ciencia de largo plazo y al desarrollo sostenible.

This paper points out the important role played by the Non Pro t Organizations (NPOs) for the consolidation of democracy in the government’s regulatory activity, rst as expressions of the civil society that participate in the construction and denition of the common good, surrogating the gap of citizenship, and, second, as important instruments for creating good government practices. The establishment of democracy as the predominant system of government all over the world has increased the presence of NPOs as necessary tools for the building of a substantive and not merely formal democracy, purpose that had reach all the administrative activity nowadays. These organizations were initially created in the developed countries as relief for the material needs of the poor people (charities, as the practice of the Christian value of charity) but now they have become active actors in the pursue of the promulgation of democratic values in the government’s activity of developing countries, and their action has correlatively increased as the funding from developed countries for consolidating these democratic values had rose. However, the success of these organizations as promoters of the democracy had produced a retro feeding phenomenon to the developed countries and today they are important actors for counteract the inuence of the industries in the regulatory activity of the government helping, at the end, to produce more e cient solutions, ones that take in consideration not only quantitative (economic) but also qualitative (democratic) e ciency. The NPOs at this time had become globalized actors that united and actively communicated confront the other social actors (industries and governments) in the denition of the public interest. Despite all the problems that could a ect their performance, the NPOs, through the strength of the civil society, undoubtedly play an important role in the construction of the democracy and its institutions, true path for the long-term e ciency and sustainable development.
