Resumen de Retos para la implementación de la política educativa costarricense: un análisis basado en PISA 2015

Se revisa algunos retos del sistema educativo costarricense, desde la perspectiva de la administración educativa, confrontándolos con la política educativa La persona: centro del proceso educativo y sujeto transformador de la sociedad. Basado en un enfoque cuantitativo, se realiza un análisis factorial a un cuestionario aplicado a directores y directoras de centros educativos, durante PISA 2015. Se identifican seis retos, que se agrupan en dos áreas de acción, con el propósito de resaltar su importancia: gestión institucional orientada a la calidad y la provisión de recursos para la educación. Se incluye una discusión breve referente a la situación coyuntural que puede afectar la implementación de la política educativa en relación con los retos identificados. Se concluye en la necesidad de generar consenso social y un ambiente político fértil para decidir por diversas recomendaciones que apuntan hacia la mejora significativa del sistema educativo costarricense.

The article reviews some challenges of the Costa Rican educational system from the perspective of the educational administration, which are compared to the educational policy The Person: Focus of the Educational Process and Transforming Subject of Society. Based on a quantitative approach, a factor analysis is carried out to a set of questions from the questionnaire applied to directors of educational centers during PISA 2015, which allowed to identify six challenges that are grouped into two areas of action to highlight their importance: institutional management oriented to quality and the provision of resources for education. Likewise, a brief discussion is provided on the conjunctural situation that could affect the implementation of educational policy in relation to the challenges identified, concluding on the need to generate social consensus and a fertile political environment to decide on various recommendations that point towards significant improvement of the Costa Rican educational system.
