  La reforma de la planta local por la LRSAL, no ha dado respuesta al problema de la reordenación de las competencias municipales y al acercamiento de esta al ciudadano, ni tampoco en particular ha dotado a las Diputaciones Provinciales de atribuciones materiales-excepto la del art 26LBRL- para su intervención en el ámbito supramunicipal, dejándolas en entes locales con funciones de asistencia y cooperación a los municipios, de ahí, la necesidad de una reforma de la Administración Local, urgente y consensuada, que defina entre otras cuestiones el papel de estas instituciones provinciales-reforma o supresión-y que dé respuesta a los retos que nos asechan en el siglo XXI.

  The reform of the local plant by the LRSAL, has not responded to the problem of the reorganization of the municipal competences and the approach of this to the citizen, nor in particular has endowed the Provincial Councils with material attributions - except that of art 26LBRL - for intervention in the supramunicipal area, leaving them in local entities with assistance and cooperation functions to the municipalities, so the need for a reform of the Local Administration, urgent and consensual, which defines among other issues the role of these provincial institutions - reform or suppression – and that responds to challenges that haunt us in the twenty-first century
