  Resumen Uno de los problemas más difíciles que debe afrontar un Estado democrático es la conflictividad, sea esta de origen económico, político o de otra índole que acumuladas se convierten en conflictividad social. No existe procedimiento o método alguno que sea una receta mágica frente a la nebulosa planteada, empero, podemos desde los ámbitos académicos trabajar para contribuir a prevenir los altos grados de conflictividad que puedan poner en peligro la cohesión social e inclusive la integridad territorial del Estado. La propuesta desarrollada en este artículo académico sugiere un trabajo de las nuevas tendencias del derecho distinto en cuanto plantea la complementación de dos o más disciplinas articuladas para el abordaje de distintas problemáticas que partiendo de la aplicación de políticas públicas no se han resuelto, sea esto porque la fundamentación técnica y teórica del Estado en acción no estuvo acertada en las diferentes fases que comprende la planificación y puesta en marcha de políticas públicas de los gobiernos nacional y sub nacionales

  Abstract One of the most difficult problems that a democratic state must face is conflict; be the conflict: economic, political or otherwise. As a result of these problems accumulated over a period of time, social conflict arises. There is no procedure or method that is a magic recipe to deal with the problems raised, however, from the academic spheres we can work to help prevent degrees of conflict that may endanger the social integrity and even the territorial integrity of Bolivia. The proposal developed in this research suggests a work of the new trends of novel law insofar as it proposes the complementation of two or more articulated disciplines to address different problems that have not been resolved from public policies, be it because the technical and The theory of the State in action was not correct in the different phases that comprise the construction and implementation of the public policies of subnational and national governments, or because simply trying to seize power or stay in power is the priority for our political classes. To obtain results we have used important concepts and categories of specialists in this matter, without forgetting the contribution that the author can present regarding the problems that this research work addresses
