Representación política como tema de la protesta en la Sierra Tarahumara en el Norte de México

    El siguiente trabajo busca abordar, desde la perspectiva teórica de la lógica de sistemas de Niklas Luhmann, las distintas problemáticas que se suscitan en el contexto de las comunidades indígenas de la Sierra Tarahumara ubicadas en el estado de Chihuahua, al norte de México, respecto las posibilidades del ejercicio de los derechos políticos de representación indígena.Para comprender el curso de la demanda relacionada al ejercicio de estos derechos políticos, se destaca que la manifestación de la protesta sobreeste tema, es un hecho relativamente reciente que evidencia la apertura de las personas indígenas a los procesos de diferenciación y a las comunicaciones de la sociedad mundial a nivel societal por un lado, mientras que en otro sentido, también se destaca la emergencia de espacios comunicativos al interior del orden societal que conciertan posibilidades de acceso a los sistemas político y jurídico para estos grupos minoritarios.

    The following paper seeks, under the Niklas Luhmann ́s theoretical perspective, to address the various problems that arise in the context of the indigenous communities of the Sierra Tarahumara in Nothern from Mexico with regard to the possibilities of exercising the political rights of indigenous representation. In order to understand the context of the demand for the exercise of these political rights, it should be pointed out that the manifestation of protest on this issue is a relatively recent event that demonstrates the open-ness of indigenous persons to the processes of differentiation and communication of world society at the societal level, while also highlighting the emergence of communication spaces within the societal order that provide access for these minority groups with the aim of maintaining their cultural unity, without neglecting their belonging to the unity of the constitutive order of modern society. In this sense, from the standpoint of protest and functional differentiation, the communicative links that Tarahumara society and the authorities of the state of Chihuahua have extended, particularly with regard to the systems of law - both customary, as well as at the municipal, state, national and even international levels - and politics will be described.
