    La presidencia española del Consejo de la UE tuvo grandes éxitos y abordó gran parte de los temas encomendados en su dimensión internacional, a menudo sorteando el veto de Hungría, como la asociación estratégica con América Latina y el Caribe, el impulso a la política exterior y la ampliación en el Consejo informal y la cumbre de la Comunidad Política Europea en Granada o el apoyo a Ucrania. Además, en su recta final, logró aprobar un nuevo pacto migratorio, la renovación del Pacto de Estabilidad y Crecimiento y la incorporación de Rumanía y Bulgaria al Espacio Schengen. El límite, sin embargo, fue que no se logró convocar la Convención Europea para la reforma de los Tratados, tal y como había solicitado el Parlamento Europeo, y que tendrá que hacerse en Presidencia Belga.

    The spanish presidency of the Council of the EU had major successes and addressed most of the issues of its international agenda, often circumventing the Hungarian veto, including the strategic association with Latin America and the Caribbean, the new impetus of the foreign and enlargement policies in the informal Council and the Summit of the European Political Community in Granada or the support to Ukraine. Moreover, in its final phase, the EU reached a new pact on migration, the renovation of the growth and stability pact and the adhesion of Romania and Bulgaria to the Schengen Zone. Its limit, however, was not approving a Convention for the reform of the Treaties, as requested by the European Parliament, which would have to be done during the Belgian Presidency.
