Cuando hablamos de capacidad burocrática ¿de qué hablamos? Una revisión teórica y empírica del concepto

    Este trabajo tuvo como objetivo analizar el concepto de capacidad burocrática a partir de algunas conductas, atributos y relaciones que lo definen en el marco teórico internacional y, en las líneas de investigación en Colombia que lo aplican en la búsqueda de la comprensión del funcionamiento de la burocracia pública. El rastreo muestra las reflexiones y retos de las teorías de la burocracia frente a los diferentes alcances que se le han atribuido a dicho concepto a través del tiempo. Las conclusiones destacan la importancia de evaluar el concepto de capacidad burocrática en tanto la diversidad de los contextos locales en los que operan las administraciones públicas locales.

    This work aimed to analyze the concept of bureaucratic capacity based on some behaviors, attributes and relationships that define it in the international theoretical framework and, in the lines of research in Colombia that apply it in the search for understanding the functioning of the public bureaucracy. The tracing shows the reflections and challenges of the theories of bureaucracy in the face of the different scopes that have been attributed to said concept over time. The conclusions highlight the importance of evaluating the concept of bureaucratic capacity in terms of the diversity of local contexts in which local public administrations operate.
