    El propósito de este trabajo es analizar el desarrollo de la educación pública educativa en la ciudad y puerto de Veracruz, en el estado mexicano del mismo nombre, desde finales del siglo XVIII hasta la cuarta década del XIX, y destacar los elementos económicos, políticos y sociales que determinaron la construcción de un sistema de enseñanza en todos los niveles para esta localidad, estableciendo las continuidades y los cambios entre el régimen colonial y los inicios del Estado nacional. Aunque el estudio solo se circunscribe a los contornos de la localidad porteña, pretende ofrecer una muestra muy significativa de lo que la educación representó para un núcleo urbano y sus autoridades, la relación con el entorno y los iniciales esfuerzos por ofrecer una instrucción elemental.

    The purpose of this study is to analyze the development of public education in the city and port of Veracruz, in the Mexican state of the same name, from the late eighteenth century to the fourth decade of the nineteenth century, and to highlight the economic, political and social elements that determined the construction of a system of education at all levels for this locality, establishing the continuities and changes between the colonial regime and the beginnings of the national state. Although the study is limited only to the area of the port town, it aims at providing a very significant sample of what education entailed for an urban nucleus and its authorities, the relationship with the environment and the initial efforts to offer elementary education.
