El presente capítulo tiene por objeto el análisis comparativo de las estrategias, programas e iniciativas desplegadas por EE. UU., China y Rusia para la integración y aprovechamiento de la IA en sus sistemas de defensa, a fin de identificar sus similitudes y diferencias, así como sus fortalezas y debilidades para la consecución de sus objetivos geoestratégicos. A tal efecto, tras la presentación de las características que presiden la incorporación de la IA en las estrategias de seguridad y defensa estadounidense, china y rusa, se utilizan tres ejes de análisis: caracterización de sus respectivos ecosistemas de innovación y desarrollo, usos militares de la IA previstos en cada caso y posicionamiento de esos Estados respecto a la gobernanza internacional de la IA. Estos ejes permiten identificar las expectativas y probabilidades de éxito de las grandes potencias en la carrera geoestratégica en curso y sus efectos sobre la gobernanza global de este avance tecnológico.

The purpose of this chapter is the comparative analysis of the strategies, programmes and initiatives deployed by the US, China and Russia for the introduction and use of AI in their defence systems. In doing so, we identify their similarities and differences, as well as their strengths and weaknesses for achieving their geostrategic objectives. Thus, after presenting the characteristics of the incorporation of AI in US, Chinese and Russian security, and defense strategies, we approach their comparative study using three axes of analysis: the characteristics of their innovation ecosystems, their vision of the military uses of AI, and the positioning of these states with respect to the international governance of AI. These axes allow us to identify the expectations and probabilities of success of these states in the ongoing geostrategic race and its implications on the global governance of this technological breakthrough.
