Resumen de Los inicios de la política pública de protección a la infancia en Chile: el Servicio Nacional del Menor y sus actuales desafíos

  Un valor fundamental de toda sociedad son sus personas, en especial la infancia, cuanto mas si está en situación irregular, siendo víctima de algún tipo de negligencia, maltrato o abandono. En la historia reciente, reconocemos un sistema de protección estatal, que, a lo largo de casi un siglo, es el ente responsable de atender esta realidad. En sus inicios, mitigando las necesidades más básicas de una persona, como es el alimento, abrigo y cobijo; hoy en día promoviendo la revinculación familiar, o familias de acogida, donde el niño pueda continuar con su desarrollo en un ambiente lo más estable posible, no solo rodeado de los necesario para vivir, sino que también de afecto, cariño y reconocimiento como alguien que es importante y que debe ser tratado con dignidad. La presente investigación busca situar en el recorrido histórico que ha tenido la política de protección a la infancia en Chile y su ente responsable de llevarla a cabo, el Servicio Nacional del Menor (SENAME), a través de la legislación que la contiene y las modificaciones pertinentes, para responder mejor a su misión de cuidar a los niños, niñas y adolescentes que son vulnerados en sus derechos. Tres son las áreas que desarrolla: Adopción, Protección de Derechos y Justicia Juvenil. Ante los graves cuestionamientos a su gestión, a debido modificar su estructura y dependencia, separando los servicios, cuestión que permitirá continuar con la investigación, una vez que logre la instalación en el país, de su nueva estructura e institucionalidad.

The present investigation seeks to place in the historical journey that the child protection policy has had in Chile and its entity responsible for carrying it out, the National Children's Service (SENAME), through the legislation that contains it and the modifications. relevant, to better respond to its mission of caring for children and adolescents whose rights are violated. There are three areas it develops: Adoption, Protection of Rights and Juvenile Justice. Given the serious questions about its management, it had to modify its structure and dependency, separating the services, an issue that will allow it to continue with the investigation, once it achieves installation in the country, of its new structure and institutionality.
