La garantía de la sostenibilidad integral como objetivo esencial en el sistema de pensiones: también, y más aún, en épocas de crisis

    La dialéctica sostenibilidad financiera y sostenibilidad social se encuentra en el centro de gran parte de los debates que surgen en relación a los sucesivos procesos de reforma que afectan al sistema público de pensiones. La necesidad de garantizar los recursos económicos suficientes para hacer frente a los retos ante los que se enfrenta el sistema en la actualidad hace necesarias, evidentemente, reformas que contribuyan a su reforzamiento desde la perspectiva económico-financiera. Pero esto no puede hacerse a costa del sacrificio de rasgos esenciales del sistema de Seguridad Social, y de pensiones en particular, como la solidaridad, la suficiencia o la equidad. Los procesos de reforma más recientes parecen haber tomado conciencia sobre esta necesidad de contribuir a la sostenibilidad integral del sistema. Y es que un sistema público de pensiones que no proteja de manera adecuada y suficiente al conjunto de la ciudadanía tampoco resultaría sostenible.

    The dialectic between financial sustainability and social sustainability is at the center of most of the debates that arise in relation to the successive reform processes affecting the public pension system. The need to guarantee sufficient economic resources to meet the challenges currently facing the system obviously requires reforms that contribute to strengthening it from an economic-financial perspective. But this cannot be done at the cost of sacrificing essential features of the Social Security system, and of pensions in particular, such as solidarity, sufficiency or equity. The most recent reform processes seem to have become aware of this need to contribute to the overall sustainability of the system. A public pension system that does not adequately and sufficiently protect all citizens would not be sustainable either.
