Déficits previdenciários: para a inclusão de Mato Grosso no debate

    Este trabalho introduz análise sobre a questão do déficit da Previdência dos servidores do estado de Mato Grosso no período de 2001 a 2011 como variável da questão social. Ajustes de gestão dos fundos orçamentários, assim como a tentativa de centralização dos fundos dos Poderes Legislativo e Judiciário, Tribunal de Contas do Estado e o Ministério Público que poderiam aderir gradualmente, mesmo com liberalidade, não ocorreram. As disputas pelo fundo previdenciário contemplam a realidade do estado na questão social, ou seja, instrumentaliza a desigualdade. A visão crítica do real que busca compreender como o Estado subsume-se às orientações capitalistas em que o real não é o real aparente e os déficits se incluem nesse real produzido, ou seja, é um produto dos homens, por isso, histórico. Submisso ao capital, o Estado traduz-se na manutenção da desigualdade e no comprometimento do processo de cidadania plena. Portanto, teima em submeter o social sob uma realidade de ficção substantiva em que se descreve sob um quadro teórico em que se insere no jogo do mercado proposto pelo neoliberalismo.

    This paper introduces analysis on the issue of Social Security deficit of servants of the state of Mato Grosso in the period 2001-2011 as a variable of the social question. Management adjustments of budget funds, as well as the attempt to centralize the funds of the Legislative and the Judicial, the Audit Office of the State and the Attorney General that could gradually adhere, even liberally, did not occur. Disputes by pension fund contemplates the reality of the state in the social, i.e., instrumentalizes inequality. A critical view of reality that seeks to understand how the state subsumed guidelines capitalists that the real is not real and apparent deficits include that produced real, or is a product of men, so historical. Submissive to capital, the state reflected in the persistence of inequality and commitment in the process of citizenship. Therefore insists on submitting the social reality of fiction under a substantive which explains in a theoretical framework in which it operates in the market game proposed by neoliberalism.
