    Este artículo constituye un esfuerzo inicial y necesario para situar la problemática actual de la vivienda y su devenir hacia el año 2000, en un contexto lo más objetivo posible, básicamente con el ánimo de motivar, a la pluralidad de actores de los países de la región, la discusión amplia y análisis de los temas que este escrito se ha propuesto como objetivos centrales. Estos son: conocer el stock de las viviendas, estimar un orden de magnitud de su actual déficit cuantitativo y cualitativo y, basados en esta información, calcular la necesidad de inversión para el quinquenio 1995-2000 en función de una demanda potencial estratificada según sectores sociales.

    This paper is a necessary initial effort to assess the social housing topic and its development towards the year 2000. The aim is to motivate the discussion and analysis of the topics, which are central to this paper, amongst all the countries in the region. Such central topics are: assess the housing stock, assess the magnitude of its present quantitative deficit and based on this information figure out the need of investment for the 1995-2000 period based on a potential demand stratified according to social sectors.
