    La autoría intelectual y material de de los cuarteles de El Polvorista es del ingeniero Antonio de Gáver si bien ha de enmarcarse dentro de la iniciativa y promoción de Juan de Villalba y bajo un modelo tipológico que impone el nuevo régimen borbónico. La existencia en el Archivo General de Simancas de una serie de proyectos previos de Gáver en su destino de Orán para sus acuartelamientos, permite que sea comparada con el edificio que realmente fue construido obligando a la conclusión de clara analogía. Además, su estrecha relación, carrera militar y probable amistad con el entonces máximo cargo en la Capitanía, Juan de Villalba, corroborarían este hecho con una sinergia definida y clara entre el mando y el ingeniero que llevarían la edificación de los cuarteles.

    The intellectual and material author of this barrack is the engineer Antonio de Gáver, although its in Polvorista Square must be framed within the initiative and promotion of Juan de Villalba and under a typological model imposed by the new Bourbon regime.

    Several previous projects of Gáver in his destination of Oran for its barracks, found at the Archivo General de Simancas, allows the comparison with the building that was actually constructed, forcing the conclusion of a clear analogy. Furthermore, his close relationship, military career and probable friendship with the then head of the Captaincy, Juan de Villalba, would corroborate this fact with a definite and clear synergy between the high-ranking officer and the engineer who would both carry out the construction of the barracks.
