Resumen de Compromiso de Impacto Social de las Organizaciones Culturales. El valor instrumental en el diseño de una política cultural en Portugal

  Los beneficios intrínsecos e instrumentales de la cultura son tema central en el debate y diseño de políticas de este sector. Durante los años 1990, la necesidad de justificar el gasto en cultura ante las tensiones sociales y políticas llevó a un énfasis en sus beneficios instrumentales, provocando una reevaluación del papel tradicional de la cultura (MCCARTHY ET AL., 2004). En este contexto, se examina el impacto social de la cultura, enfatizando su rol multidimensional y su capacidad para alcanzar objetivos en otras áreas de política pública. En Portugal, el Plan Nacional de las Artes (PNA) busca democratizar la cultura, alineándose con la Constitución para promover el acceso universal a la cultura y abordar desigualdades. El Compromiso de Impacto Social de las Organizaciones Culturales (CISOC) es una medida del PNA, cuyo propósito es fomentar la ciudadanía cultural y la participación comunitaria. El CISOC está diseñado para servir a una diversidad de organizaciones culturales, proporcionando herramientas para medir y fomentar el impacto social. El kit CISOC incluye una serie de instrumentos para facilitar su implementación, buscando apoyar a las organizaciones culturales en la creación de un impacto social significativo y alinear las metas culturales con necesidades sociales específicas.

  The intrinsic and instrumental benefits of the arts are central to the debate and policy design within this sector. During the 1990s, the need to justify arts expenditure amidst social and political tensions led to an emphasis on its instrumental benefits, prompting a reevaluation of art’s traditional role (MCCARTHY ET AL., 2004). In this context, the social impact of the arts is examined, highlighting its multidimensional role and its capacity to achieve objectives in other areas of public poticy. In Portugal, the National Plan for the Arts (NPA) aims to democratise culture, aligning with the Constitution to promote universal access to culture and address inequalities. The Sociat Impact Commitment of Cultural Organisations (CISOC) is an NPA measure created to foster cultural citizenship and community participation. CISOC was designed to serve a variety of cultural organisations, providing tools to measure and enhance social impact. The CISOC kit includes a set of instruments to facilitate its implementation, aiming to support cultural organisations in creating significant social impact and aligning cultural goals with specific social needs.
