  Para que el cambio, esa transformación que anhelamos, a fin de que la educación peruana tenga calidad educativa, a través de la autorregulación y la mejora continua, es necesaria políticas, proyectos, planes y gestiones desde el aula. Para ello es necesario un instrumento que posibilite las condiciones más adecuadas para esta transformación de la realidad educativa.

  Es el FONDEP (Fondo Nacional de Desarrollo de la Educación Peruana, regulado en la, Ley N. 28332 y su Reglamento DS N. 005-2005-ED) quien diseña la estrategia de financiamiento que impulsa, desde las propias escuelas, esta transformación educativa. Es un fondo intangible que tiene recursos del tesoro público, donaciones, aportes y otros, el que financia, mediante concurso público proyectos de innovación educativa y desarrollo educativo.

  Se financian: innovaciones pedagógicas, intercambio de experiencias, pasantías para docentes y estudiantes, organización de redes y de centros de recursos y servicios educativos.

  En muchos casos la conjunción de esfuerzos entre los actores educativos, para la presentación de proyectos educativos produce éxitos. Para, ello es necesario q se empoderen las instituciones públicas para fortalecer su autonomía, replantear la racionalidad de su organización y considerar en la jornada laboral, la preparación de clases, el tiempo para la innovación, la capacitación. Solo así podríamos aspirar a una verdadera revolución educativa.
