  • As Minister of Munitions David Lloyd George altered the British conduct of World War I, thereby helping his country overcome the initial losses she suffered and thwart a portentous defeat. This paper discusses how he managed the alteration and focuses on his campaign to mobilize British industry for a “war of munitions.”
