Resumen de Caracterización de la oferta académica no presencial en la Educación Superior en el Paraguay en el 2021

  Debido a la forzosa cuarentena por la pandemia del Covid-19 entre el 2020 y el 2021, queda en evidencia la importancia de contar con una oferta académica de cursos no presenciales en todos los niveles, incluido el de la educación superior, oferta que ya existía antes de la situación mencionada pero que era bastante baja comparada con la oferta presencial. Para poder obtener estos datos de una fuente oficial existe el Registro Nacional de Carreras del Ministerio de Educación y Ciencias, esta base de datos contiene la oferta académica total de la Educación Superior en el Paraguay, incluyendo información sobre todas las carreras de pregrado, grado y posgrado definidas por la Ley de Educación Superior 4995/13, incluida la modalidad en que dichas carreras son ofrecidas. El objetivo del presente estudio es caracterizar la oferta académica en la modalidad no presencial utilizando los datos proveídos por el Ministerio y generar una herramienta de visualización que permita obtener rápida y dinámicamente los datos mencionados. El tipo de investigación es aplicada, exploratoria-descriptiva y cuantitativa considerando el objetivo mencionado. Como resultado se obtuvo una herramienta web accesible para cualquier interesado, se pueden presentar las siguientes conclusiones acerca de la oferta académica no presencial: la aún muy baja cantidad de carreras que se ofertan en las modalidades a distancia y virtual, la no clara diferenciación entre estas modalidades, las instituciones que ofrecen mayor cantidad de este tipo de carreras, donde se evidencia un liderazgo de universidades privadas, los niveles de titulación donde prevalecen los estudios de grado y pregrado y las áreas de conocimiento de las mismas donde prevalecen las carreras relacionadas a la educación.

  Due to the forced quarantine originated by the Covid-19 pandemic between 2020 and 2021, the importance of having an academic offer of non-face-to-face courses at all levels, including higher education, is evident, an offer that already existed before the aforementioned situation but that was quite low compared to the face-to-face offer. To obtain these data from an official source, there is the national registry of careers of the Ministry of Education and Sciences, this database contains the total academic offer of higher education in Paraguay, including information on all undergraduate, undergraduate, and graduates degrees. postgraduate degrees defined by the Law of Higher Education 4995/13, including the modality in which said careers are offered. The objective of this study is to characterize the academic offer in the remote mode using the data provided by the Ministry to generate a visualization tool that allows the aforementioned data to be obtained quickly and dynamically. The type of research is applied, exploratory-descriptive and quantitative considering the aforementioned objective. As a result, a tool available on the web and accessible to any interested party was obtained, thanks to this the following conclusions can be presented about the non-face-to-face academic offer: the still very low number of careers that are offered in the distance modalities and virtual, the unclear differentiation between these modalities, the institutions that offer the greatest number of this type of careers, where the leadership of private universities is evidenced, the degree levels where undergraduate and undergraduate studies prevail and the areas of knowledge of the same where education-related careers prevail.
