Resumen de Situación actual de la administración de las competencias de transporte en los GADs municipales de la provincia de Chimborazo

  La presente investigación contempla el diagnóstico de la situación actual de la administración de las competencias de transporte en los Gobiernos Autónomos Descentralizados (GAD) municipales de la provincia de Chimborazo; enfocándose en: las herramientas e instrumentos de planificación, la capacidad técnica y operativa y el financiamiento. La metodología se basó en la revisión de fuentes secundarias, es decir los antecedentes investigativos y recursos bibliográficos como libros, acompañada de los métodos descriptivo y analítico. En cuanto a las técnicas y herramientas, se utilizaron la encuesta y la entrevista para determinar la situación actual de la administración de las competencias de transporte. Los resultados mostraron que las Unidades Técnicas de TTT y SV de la provincia de Chimborazo presentan mayores deficiencias dentro de su capacidad técnica, así como también operativa en el área de revisión vehicular, mientras que las Direcciones Técnicas de TTT y SV tienen mayores deficiencias en la capacidad operativa del área de revisión vehicular.

  The present investigation contemplates the diagnosis of the current situation of the administration of the competences of transport in the Autonomous Decentralized Governments (GAD) municipal of the province of Chimborazo; focusing on: planning tools and instruments, technical and operational capacity and financing. The methodology was based on the review of secondary sources, that is, the research background and bibliographic resources such as books, accompanied by descriptive and analytical methods. Regarding the techniques and tools, the survey and the interview were used to determine the current situation of the administration of transport competencies. The results showed that the Technical Units of TTT and SV of the province of Chimborazo have greater deficiencies within their technical capacity, as well as operational in the area of vehicle inspection, while the Technical Directorates of TTT and SV have greater deficiencies in the operational capacity of the vehicle inspection area.
