Resumen de Apresentando o índice de eficiência relativa (IER) da gestão de recurso públicos: O caso das gerências regionais de educação no ensino médio estadual de Pernambuco

  Este artigo apresenta uma avaliação de eficiência relativa na gestão de recursos públicos no ensino médio da rede estadual de educação de Pernambuco, pela análise quantitativa e comparada de dados agregados das 17 Gerências Regionais de Educação (GREs), unidades gestoras vinculadas à Secretaria Estadual de Educação de Pernambuco (SEE-PE). Aplicou-se a técnica não paramétrica Data Envelopment Analysis ou Análise Envoltória de Dados (DEA), e foi calculado um índice de eficiência relativa (IER). Os achados revelaram que apenas 29% das GRE(s) apresentaram IER igual a 1 ou 100%, eficiência relativa máxima. Verificou-se que as GRE(s) com melhores resultados no IDEPE, referente à oferta de ensino médio, não foram as mais eficientes no aproveitamento dos recursos públicos (financeiros, humanos) alocados, confirmando a hipótese levantada inicialmente na pesquisa.

  This study developed a relative efficiency assessment on the ma-nagement of public resources for secondary schools in the state education system of Pernambuco, through a quantitative analysis and a comparison of the combined data from the 17 regional education authorities [known in Brazil as GRE(s)], which existed in 2014, and which are made up of mana-gement units attached to the State Secretariat for Education in Pernambuco (SEE-PE). In order to obtain this information, we used the nonparametric me-thod, known as Data Envelopment Analysis (DEA). The findings of this study revealed that only 29% of the GRE(s) presented REI equal to 1 or 100%, which is equivalent to the maximum relative efficiency. Moreover, it was discovered that the GRE(s) with better results in the IDEPE, relating to the availability of secondary education, were not however the most efficient in relation to their use of allocated public resources (financial, human), thereby confirming the initial hypothesis of in the research.
