    El presente artículo tiene como objetivo analizar el funcionamiento de la participación y las características de las propuestas que se financian en tres instrumentos de participación online desarrollados por los gobiernos locales de Montevideo, Vicente López y San Lorenzo. Se buscará caracterizar e identificar similitudes y diferencias en las experiencias en relación a esas dos dimensiones, las cuales, se desagregarán en este artículo en las siguientes variables: a) accesibilidad de la participación online; b) proceso de interacción y c) tipo de propuestas. La investigación parte de un diseño cualitativo, que implicó la realización de entrevistas en profundidad a participantes y responsables políticos, la observación de la actividad en las plataformas participativas y el análisis de los diseños institucionales, las propuestas presentadas y datos secundarios. El argumento es que, si bien existe una incidencia del formato, que genera desafíos en la participación, llevando a que en algunos casos se busquen complementos con instancias cara a cara; también juega un papel decisivo el diseño institucional propuesto y, por tanto, existen diferencias entre las herramientas creadas para el formato online y las que pasan de ser presenciales a ser online.

    The aim of this article is to analyze the functioning of participation and the characteristics of the proposals that are financed in three online participation instruments carried out by the local governments of Montevideo, Vicente López and San Lorenzo. It will seek to characterize and identify similarities and differences in the experiences in relation to these two dimensions, which will be disaggregated in this article into the following variables: a) accessibility of online participation, b) interaction process, and c) type of proposals. The research has a qualitative design that involved in-depth interviews with participants and policy makers, observation of the activity in the participatory platforms and analysis of the institutional designs, the proposals presented and secondary data. The argument is that while there is an impact of the format that generates challenges to participation, leading in some cases to seek complements with face-to-face instances, the proposed institutional design also plays a decisive role. In this sense, there are differences between tools created specifically for the online format and those that transition from in-person to online.
