Los Mapas de Perímetros y el Avance Catastral de la Junta General de Estadística (1866-1868).

    El cambio de modelo económico, social y político que se estaba produciendo en España a mediados del siglo XIX exigía una información geográfica precisa que sirviera de base para modernizar el país. Esto llevó al Gobierno a constituir una serie de Comisiones, así como la Junta General de Estadística, que operaron a lo largo de los años 1850 y 1860 con el fin de establecer la red geodésica y apoyar en ella la cartografía básica, derivada y temática del país. A lo largo del proceso de decantación técnica e institucional que tuvo lugar durante estos años, la Junta diseñó y realizó varios proyectos cartográficos y catastrales hasta que finalmente fijó las características que debían reunir el Catastro y el Mapa Topográfico Nacional. Uno de estos proyectos, desarrollado entre 1866 y 1868, planteaba confeccionar el catastro mediante el levantamiento de los Mapas de Perímetros de los términos municipales y de Avance Catastral de los municipios incluidos en las provincias colindantes a Madrid, inicio de lo que después se haría en el resto del país. Este trabajo analiza ‘desde dentro del Archivo’ del Instituto Geográfico Nacional qué documentos se conservan de aquel proyecto, qué características y calidad tienen y sobre qué planteamientos técnicos se sustentaron. Además, muestra hasta qué punto la documentación conservada en el Archivo se corresponde con la información publicada por la Junta de Estadística en sus Memorias y otros documentos oficiales que eminentes investigadores han trabajado en profundidad.

    The change of the economic, social and political model that was taking shape in Spain in the mid-19th century required ac-curate geographical information which would serve as a basis for modernising the country. This led the National Government to set up several Commissions as well as the General Board of Statistics which operated during the 1850s and 1860s with the aim of observing and ca lculating the geodetic grid and tracing the topographic, derived and thematic maps of the country. The Board designed and carried out several mapping and cadastral projects throughout the technical and institutional sifting process that took place during these decades un-til the characteristics of the Cadastre and the National Topographic Map were finally set. One of these projects, which was carried out from 1866 to 1868, proposed the drawing up of the Cadastre by means of surveying the Perimeter Maps of the municipalities in the provinces surrounding Madrid, with the aim of carrying this project out later in the rest of the country. This work examines ‘from inside the Archive’ of the National Geographic Institute of Spain which documents are preserved from this project, what characteristics and quality they have and on what technical approaches they were based. It a lso shows to what extent the documents preserved in the Archive correspond to the information published by the General Board of Statistics in the Annual Reports as well as in other official documents, which eminent researchers have worked on in depth.
