    October 3, 2022 marked the twentieth anniversary of the signing in Valencia of the Treaty between the Kingdom of Spain and the Portuguese Republic on cross-border cooperation between territorial entities and bodies. This is an opportunity to take stock of the state of this particular category of cooperative relations. The purpose of this paper is twofold: on the one hand, to recall the content of this international agreement, which represents the framework for action and provides coverage so that adjacent territories on either side of the Spanish-Portuguese border can undertake cooperative activities; on the other hand, to highlight the impact that this conventional text has had on the strengthening of cross-border cooperation.

    No passado dia 3 de Outubro de 2022 completavam-se vinte anos da assinatura em Valência do Tratado entre o Reino de Espanha e a República Portuguesa sobre cooperação transfronteiriça entre entidades e instâncias territoriais. Este dado constitui uma ocasião para fazer o balanço do estado desta categoria particular de relações cooperativas. O propósito deste trabalho é: de um lado, relembrar, o conteúdo deste acordo internacional que representa o marco de ação e dá cobertura para que os territórios de ambos os lados da fronteira possam desenvolver atividades cooperativas; do outro, pôr em evidencia as realizações que este texto convencional apresenta para avançar no estreitamento da cooperação transfronteiriça.
