Resumen de O Triângulo Lisboa, Madrid, Washington nos anos decisivos da II Guerra Mundial

This article aims to focus on the issue of the neutrality as a key political instrument in the history of peninsular international relations during the II World War. Portugal and its political decison-maker faced the problem of influence of the Axis countries, Spanish allies during the civil war, in the Spanish decision as far as the war declaration is concerned. According to alliances and ideological trends, Portugal could only support England, should it not be neutral in view of the spirit of the Portuguese-British Alliance. In view of its latest support, Spain could only support Rome-Berlin Axis should it not be neutral.This article also intends to reveal the way in which the United States of America intended to involve the Portuguese Atlantic island to guarantee the defense of the North American Atlantic security border, without the prior authorization of Salazar and the way in which the last rose up against the Roosevelt administration in 1941 and in dissuading allies from succumbing to the temptation of occupying the peninsular territory as preventive action. Finally, it is also worthy of mention the stances taken before constituting the Iberian bloc whose setting up in December 1942 was, according to international observers at that time, was decided upon the decision was taken under the protection of a minor state or, in view of the geopolitical logics, of a small state.

Este artigo pretende focar, sobretudo, a questão da neutralidade de Portugal na II Guerra Mundial e a sua utilização como um instrumento fundamental na sua política externa bem como a importância daquela ferramenta para as relações peninsulares. Portugal e o seu decisor político enfrentaram o problema da influência do Eixo nas decisões espanholas, quer durante a guerra civil quer após o deflagrar da guerra e, de acordo com as suas alianças e as suas tendências ideológicas, determinavam que só podiam apoiar a Inglaterra, em caso de não conseguir manter a sua neutralidade, assim como a Espanha, tendo em conta os apoios recebidos na guerra civil, só poderia apoiar os países do Eixo, caso não mantivesse a neutralidade.Este artigo pretende também revelar a forma como os EUA pretenderam envolver as ilhas portuguesas do Atlântico como garantia da sua fronteira de segurança atlântica, sem a prévia autorização de Salazar e a forma como este último se insurgiu contra a política referida da administração Roosevelt, durante o ano de 1941. Finalmente, abordar-se-á a constituição do Bloco ibérico, que foi estabelecido como política oficial de Espanha em Dezembro de 1942.
