Resumen de Élites burocráticas y transiciones a la democracia: el caso español (1975-1978)

El objetivo de este artículo es analizar el rol que tuvieron las élites burocráticas en el proceso de transición a la democracia de España (1975-1978). La hipótesis presentada es que la actuación de estas élites incidió positivamente en la conclusión favorable del proceso de transición. El análisis presenta esta incidencia a partir de tres elementos que se relacionan con la condición transaccional de la transición española: la pertenencia de las élites burocráticas a los aparatos de poder del franquismo y su grado de influencia en los últimos Gobiernos del régimen y en los Gobiernos de la transición, su actitud de promoción abierta de la reforma frente a opciones de ruptura y de inmovilismo y su integración mayoritaria en la Unión de Centro Democrático (UCD).

The purpose of this case study paper is to analyze the role of bureaucratic elites in the Spanish process of democratic transition (1975-1978). The hypothesis stand is that the actions of these elites positively influenced the favorable conclusion of this process. The analysis presents this incidence in three elements that are related to the Spanish transition’s transactional condition: the belonging of the bureaucratic elites to the power apparatus of the Franco regime and their degree of influence in the last governments of the regime and in the governments of the transition; their attitude of open promotion of reform over legal break-up and immobilization; and its majority integration in the center-right party “Unión de Centro Democrático” (UCD).
