    El presente trabajo investigativo tiene como propósito diagnosticar financieramente a la Dirección Distrital 06D03 Cumandá-Pallatanga- Educación, que le ayude en la correcta toma de decisiones financieras. En la retrospectiva financiera se realizó el análisis a nivel cualitativo de las variables PESTEL para diagnosticar las fortalezas y debilidades que afectan a la asignación de recursos financieros al presupuesto General del Estado que esté destinado a la educación, y mediante la guía de observación y la entrevista se pudo determinar que existe una adecuada articulación y coordinación en los procesos de planificación y ejecución presupuestaria entre las divisiones respectivas.

    A nivel cuantitativo, la retrospectiva financiera se realizó mediante el análisis de los   estados financieros y planes operativos anuales del periodo 2014-2018, donde por tratarse de una entidad gubernamental, se calcularon los indicadores de eficiencia y eficacia respectivamente según lo establecido por el manual de auditoría financiera gubernamental (2001) de la Contraloría General del Estado y el manual de auditoría de gestión de Teodoro Cubero (2009). Determinando  para el caso de los indicadores de eficiencia son los óptimos y están de acordes a la realidad institucional, de igual manera los indicadores de eficacia del ingreso y gasto están en un promedio superior al 90%, de esta forma se pretende que este estudio sirva  como referencia para determinar que la gestión de las autoridades de turno ha sido excelente y cumple con metas del gobierno por resultados planteados por el Ministerio de Educación en la consecución de logros y objetivos propuestos en la planificación y ejecución presupuestaria.

    The present investigative work has the purpose of financially diagnosing the District Directorate 06D03 Cumandá-Pallatanga-Education, to help it make correct financial decisions. In the financial retrospective, the analysis was carried out at the qualitative level of the PESTEL variables to diagnose the strengths and weaknesses that affect the allocation of financial resources to the General State budget that is destined for education, and through the observation guide and the interview. it was possible to determine that there is an adequate articulation and coordination in the budget planning and execution processes between the respective divisions. At a quantitative level, the financial retrospective was carried out through the analysis of the financial statements and annual operating plans for the period 2014-2018, where, as it is a government entity, the efficiency and effectiveness indicators were calculated respectively as established by the manual of government financial audit (2001) of the State Comptroller General and Teodoro Cubero's management audit manual (2009). Determining in the case of the efficiency indicators are the optimal ones and are in accordance with the institutional reality, in the same way the efficiency indicators of income and expenditure are on average greater than 90%, in this way it is intended that this study serve as a reference to determine that the management of the authorities on duty has been excellent and meets the government goals for results set by the Ministry of Education in the achievement of achievements and objectives proposed in budget planning and execution.
