El comité editorial de la Revista Semestre Económico de la Universidad Nacional del Altiplano de Puno (UNAP) Perú, con ocasión de haberse celebrado 59 años de funcionamiento institucional la Facultadde Ingeniería Económica (17 de agosto del 2023), considera oportuno publicar el discurso de orden pronunciado por el Dr. Rogelio Olegario Florez Franco, Ex Vicerrector Académico de la UNA Puno.El Dr. Florez, por cuestiones no esperadas de la vida estuvo muy delicado de salud y aún está en proceso de recuperación, ha pronunciado un discurso diferente a lo tradicional, con una mirada filosófica yhumana, pensada desde la óptica de los momentos difíciles que le tocó vivir. La mirada filosófica, parte con ver objetivamente el mundo real y la conducta humana a fin de que esos principios y presupuestos pudiera tener su real aplicación para mejorar la salud mental de quienes somos parte del desarrollo humano sustentable. El comité editorial de la Revista Semestre Económico, considera que el discurso es un tema de interés y de actualidad, pronunciado en la ceremonia de aniversario 59°de la creación Facultad deIngeniería Económica, llevado a cabo el 17 de agosto del 2023 en el Auditorio Magno de la ciudad universitaria. Por tanto, el tema de Código de Ética que pueda practicarse en su integridad académica y científica es una tarea permanente y necesaria para todo actor universitario de la UNA Puno.
