Resumen de Educación y Ciencia en México. Los desafíos de la “Cuarta Transformación”

El 1 de diciembre de 2018 Andrés Manuel López Obrador asumió la presidencia de México. El presidente electo iniciaba una visión de gobierno denominada la Cuarta Transformación (4T), un paradigma que promueve la responsabilidad social y a través de políticas públicas en los distintos ámbitos garantizar el bienestar del pueblo mexicano. Asimismo, la 4T impulsa una serie de modificaciones para transitar hacia un modelo de educación y ciencia, con sentido humanista, mirada propia y orientada a los intereses de la sociedad, donde el Estado asume un papel activo en este proceso. Este artículo tiene el objetivo de analizar básicamente el nuevo Reglamento del Sistema Nacional de Investigadores, la Ley General en materia de Humanidades, Ciencias, Tecnologías e Innovación, y el Plan de reestructuración estratégica del CONACyT, documentos que direccionan las estrategias del nuevo gobierno en materia educativa y científica. El estudio es de análisis documental descriptivo con una postura metodológica cualitativa que se fundamenta a partir de una realidad tanto subjetiva como intersubjetiva. Se concluye señalando que el tránsito hacia los postulados de la 4T conlleva no solo un camino de turbulencias, sino también el riesgo de que los propósitos no sean alcanzados.

On December 1, 2018, Andrés Manuel López Obrador assumed the presidency of Mexico. The president-elect was initiating a vision of government called the Fourth Transformation (4T), a paradigm that promotes social responsibility and through public policies in different areas guarantee the well-being of the Mexican people. Likewise, the 4T promotes a series of modifications to move towards a model of education and science, with a humanistic sense, its own perspective and oriented to the interests of society, where the State assumes an active role in this process. The objective of this article is to analyze basically the new Regulations of the National System of Researchers, the General Law on Humanities, Science, Technology and Innovation, and the Strategic Restructuring Plan of CONACyT, documents that guide the strategies of the new government in education and science. The study is a descriptive documentary analysis with a qualitative methodological approach based on a subjective and intersubjective reality. It concludes by pointing out that the transition towards the postulates of the 4T entails not only a path of turbulence, but also the risk that the purposes will not be achieved.
