La vulnerabilidad de los territorios: Estado de crisis y futuros sociales posibles

    Durante las últimas décadas asistimos a una acumulación y solapamiento de crisis de distinta índole y alcance: la Gran Recesión de 2008, la Pandemia de COVID-19 de 2020 y 2021, la crisis ecosocial, las crisis bélicas-humanitarias. Todas ellas nos hablan de un “estado de crisis” permanente y de la dificultad para vislumbrar sus límites y alternativas. Sin embargo, tan recurrente como este estado, han sido en nuestras sociedades los empeños por imaginar y proyectar otros futuros posibles. Es decir, los esfuerzos por conectar los malestares sociales con espacio-tiempos alternativos que respondan a ellos. Con el fin de analizar la articulación de ambos escenarios, se propone, por un lado, recurrir a una escala de análisis socio-territorial que trascienda la clásica dicotomía rural-urbano, la cual jerarquiza y fractura unas realidades sociales que en la práctica son complejas e híbridas: donde lo rural-natural forma parte de la cotidianidad urbana y donde las prácticas urbanas permean los tradicionales espacios del rural. Y, por otro lado, tomar en consideración tanto las situaciones de vulnerabilidad generadas o acrecentadas en este “estado de crisis” como las posibles respuestas movilizadas por distintos actores en este marco socio-territorial. Este texto pretende introducir las premisas básicas que vertebran el monográfico “La vulnerabilidad de los territorios”.

    In recent decades we have witnessed both a build-up of and an overlapping of different natures and effects, i.e., the great 2008 recession, the 2020-2021 Covid-19 pandemic, the ecosocial crisis and humanitarian-conflict crises. All these allude to a permanent “state of crisis”, and the difficulty in envisaging their limits and alternatives. Nevertheless, as recurrent as this state is, it is the tenacity in our societies that imagines and projects other possible futures; that is to say the efforts to connect the social discomfort with the time-space alternatives which they correspond with. It is this, on the one hand, which leads us to propose a scale of socioterritorial analyses that transcends the classic hierarchical urban-rural dichotomy that fractures social realities; in practice these are complex, hybrid, and are where the natural-rural forms part of the urban daily reality in which the urban practices permeate traditional rural spaces.  On the other hand, the situations of vulnerability, either created or growing inside the “state of crisis”, are the possible answers deployed by the different players within the socioterritorial framework, and as such must be considered. This paper attempts to introduce the basic premises for the backbone to the monograph, “The Vulnerability of Territories”.
