Resumen de La agenda estratégica para el desarrollo territorial de Trenque Lauquen

  Hay una recurrencia en la no continuidad de las iniciativas de gestión del desarrollo territorial, sobre todo a nivel local, que suele reflejarse en los cambios de gestión del ejecutivo municipal y de las entidades territoriales que hacen al desarrollo. Asimismo, el componente de mediano y largo plazo de estas iniciativas, realza la importancia de tener una mirada del contexto, que trasciende el territorio poniendo en juego componentes exógenos en estos procesos endógenos. El balance que se logre hacer o no entre ellos será clave para su continuidad. Analizaremos estas cuestiones mediante la revisión de casos argentinos y Latinoamericanos, con eje en el caso del Municipio de Trenque Lauquen (Buenos Aires, Argentina). Detectar qué sucede con el agotamiento recurrente de estos procesos con la pérdida de recursos que ello significa, sumado al descrédito y la desconfianza, sería un aporte importante para poder ofrecer recomendaciones a alcanzar.

  There is a recurrence in the non-continuity of territorial development management initiatives, especially at the local level, which is usually reflected in the management changes of the municipal executive and of the territorial entities that make development. Likewise, the medium and long-term component of these initiatives highlights the importance of having a look at the context, which transcends the territory, bringing into play exogenous components in these endogenous processes. The balance that is achieved or not between them will be key to its continuity. We will analyze these questions through the review of Argentine and Latin American cases, focusing on the case of the Municipality of Trenque Lauquen (Buenos Aires, Argentina). Detecting what happens with the recurrent exhaustion of these processes with the loss of resources that this means, added to the discredit and distrust, would be an important contribution to be able to offer recommendations to be achieved.
