Definir conceptos en el mundo del Derecho es una tarea complicada. Muchas ve- ces es posible llegar a un concepto o definición general, pero hay muchas otras en los que ni la doctrina es común, ni la actividad jurisprudencial llega a completar esta necesidad: puede dar opiniones, interpretaciones o ideas, pero no llegar a establecer ese concepto deseado.
Así, este artículo, sin pretender obtener una definición universal, tiene como propósito realizar una aproximación conceptual del Derecho de Reunión y Manifestación y del Orden Público, cuestiones íntimamente ligadas.
Para ello, se analizarán doctrina y jurisprudencia nacional e internacional, especialmente la europea, de forma que se llegue a unas conclusiones que colaboren a una mejor comprensión de ambas instituciones, fundamentales en sociedades democráticas como la española.

The definition of concepts in the world of Right becomes a very complicated issue. Several times is quite possible to reach a general definition, but there are many other where, neither doctrine nor jurisprudential activity get to complete this need: opinions, ideas or even interpretations can be given, but the main purpose of determining a common concept is not achieved.
Therefore, this article, which is not pretending to fix a universal concept, is intended to offer an approach to the concept of the Right of Assembly and Demonstration and Public Order, very close questions.
In order to get it, national and international doctrine and jurisprudence, mainly from Europe, were analyzed, to obtain findings that collaborate to a better understanding of both Right institutions, fundamental in democratic societies such as the Spanish.
