This article exposes the results of an investigation that focuses on revealing how curriculum development generates the exclusion of students in Mexico and Costa Rica. The applied methodology was based on the Grounded Theory, integrating participant observation, in-depth interview and discussion groups for data collection. The analysis of the data is carried out from the open, axial and selective coding, generating matrices that allowed to establish the main conclusions which are closely related to the flow of the activities that are carried out in the classroom, the unequal treatment that is evidence in the interactions that are carried out between the agents of education, the actions of recognition of teachers towards students and the administrative action, categories that allow identifying a pedagogical blur as a central element.
