Integración Naval en el Pacífico Sudamericano: una respuesta regional a las amenazas en nuestros dominios marítimos

    El presente artículo tiene como objetivo principal demostrar, a través de un análisis geopolítico, los riesgos y amenazas que la cuenca del Pacífico Sudamericano tiene ante potencias extranjeras, en lo que respecta al respeto de su dominio marítimo y sus recursos hidrobiológicos. Los cambios climáticos y la gran cantidad de población de potencias tales como China o la India, significan un riesgo a mediano / largo plazo para los países sudamericanos con soberanía en el Pacífico (Colombia, Ecuador, Perú y Chile), por cuanto ante amenazas a la seguridad alimentaria de las poblaciones de las potencias antes mencionadas, estas últimas podrían incursionar en nuestro mar para poder asegurar la satisfacción de sus necesidades, violentando la soberanía nacional, así como el Derecho Internacional.¿Frente a estas amenazas y riesgos potenciales qué solución se plantea? Mecanismos de integración y cooperación militar conjunta entre los países sudamericanos, para poder generar una fuerza multinacional común, con capacidad de salvaguardar y proteger la soberanía de estos países. Para ello, es necesario mitigar las amenazas y riesgos de potenciales conflictos al interior de la región, por ser hoy por hoy inviables y desfasados, y enfocarnos en una amenaza real y potencial que sí podría significar una vulneración a la soberanía nacional y una amenaza conjunta a la región. Si bien, la integración regional usualmente se ha constituido sobre la base de relaciones económicas, este no es el único medio para alcanzarla. Es posible establecer una integración mediante otros medios, tales como la seguridad nacional y la defensa. Por otra parte, existen ya mecanismos supranacionales de integración, como la Comunidad Andina, que podrían servir de plataforma, de cara a lo que el presente artículo busca plantear: una integración militar en el pacífico sudamericano con la finalidad de proteger y salvaguardar los recursos y la soberanía de nuestros países.

    The main objective of this article is to demonstrate, through a geopolitical analysis, the risks and threats that the South American Pacific basin faces foreign powers, with regard to respect for its maritime domain and its hydrobiological resources.Climate changes and the large population of powers such as China or India, mean a medium/long-term risk for South American countries with sovereignty in the Pacific (Colombia, Ecuador, Peru and Chile), in terms of threats to the food security of the populations of the aforementioned powers, the latter could enter our sea to ensure the satisfaction of their needs, violating national sovereignty, as well as International Law.In the face of these threats and potential risks, what solution is proposed? Joint military integration and cooperation mechanisms between South American countries, to be able to generate a common multinational force, with the capacity to safeguard and protect the sovereignty of these countries. To do this, it is necessary to mitigate the threats and risks of potential conflicts within the region, as they are currently unviable and outdated, and focus on a real and potential threat that could mean a violation of national sovereignty and a joint threat to the region.Although regional integration has usually been established on the basis of economic relations, this is not the only means to achieve it. Integration can be established through other means, such as national security and defense. On the other hand, there are already supranational integration mechanisms, such as the Andean Community, that could serve as a platform, in view of what this article seeks to propose: a military integration in the South American Pacific with the purpose of protecting and safeguarding the resources and the sovereignty of our countries.
