    El sistema internacional, de lo que viene del siglo XXI, estará marcada por megatendencias que impactarán en los intereses de los Estados, llegando a producir entre ellos conflictos en todos los ámbitos. En lo que respecta al Perú, serán especialmente relevantes las megatendencias referidas a la escasez de recursos naturales, la acelerada innovación y desarrollo tecnológico, y la dispersión del poder global. El presente artículo realiza un análisis prospectivo de la geopolítica actual, para presentar consideraciones que debe tener el Perú para las amenazas que se encuentran latentes y aquellas que se podrán presentar en las siguientes décadas a medida que evoluciona el sistema internacional del presente siglo. Ante la posible afectación que podrían existir a la seguridad y defensa del Perú y ante la necesidad de poder defender sus intereses en dicho contexto, se argumenta la necesidad de crear una Doctrina de Seguridad y Defensa que incorpore un análisis prospectivo de aquellos elementos que definirán el futuro, basada en una visión unificada de defensa y política exterior como elemento que oriente de manera obligatoria el accionar de todo el Estado peruano en el frente externo.

    The international system of the 21st century will be marked by megatrends that will impact State’s interests, producing conflicts between them in all areas. Regarding Peru, the megatrends related to the scarcity of natural resources, accelerated innovation and technological development, and the dispersion of global power will be especially relevant. This article carries out a prospective analysis of current geopolitics to present considerations that Peru must have for latent threats and those that may arise in the following decades as this century’s international system evolves. Given the possible impact that could exist on Peru’s security and defense, and given the need to be able to defend its interests in said context, this article presents the need to create a Security and Defense Doctrine that incorporates a prospective analysis of the elements that will define the future, based on a unified vision of defense and foreign policy as an element that compulsorily guides the actions of the entire Peruvian State on the external front.
