    En este artículo se estudia el contenido de la negociación colectiva del personal funcionario de las Administraciones Locales. Una vez delimitados los límites de la negociación colectiva en función de la naturaleza de la legalidad funcionarial, se aborda el análisis de todos y cada uno de los aspectos de la regulación del procedimiento de negociación colectiva en las Administraciones Locales; a saber: la apertura de las negociaciones, el deber de negociar, la convocatoria de la mesa negociadora y las deliberaciones, el deber de negociar de buena fe, el acuerdo entre las partes, la terminación anormal y sus posibles soluciones, la aprobación «expresa» y «formal» de los Acuerdos, las causas de desaprobación de los mismos y sus posibles soluciones, y el depósito y la publicación oficial de los Acuerdos y Pactos. Finalmente, se analiza la naturaleza jurídica de los Pactos y Acuerdos.

    This article studies the content of the collective bargaining of civil servants in local administrations. Once the limits of collective bargaining have been delimited according to the nature of civil servant legality, the analysis of each one of the aspects of the regulation of the collective bargaining procedure in local administrations is addressed, namely: the opening of negotiations, the duty to negotiate, the convening of the negotiating table and the deliberations, the duty to negotiate in good faith, the agreement between the parties, the abnormal termination and its possible solutions, the “express” and “formal” approval of the agreements, the causes of disapproval of the same and their possible solutions, and the deposit and official publication of the Agreements and Pacts. Finally, the legal nature of the pacts and agreements is analyzed.
