    La vinculación que mantiene las instituciones de educación superior con el entorno o ambiente donde mantengan un enfoque ya sea social, económico, por sector o educativo está regido por políticas, leyes o normativas de educación superior. Se realizo una comparación de la situación ecuatoriana con Latinoamérica y Europa en la educación superior por lo que se busca saber si los fundamentos técnicos legales de la educación superior aportan al proceso de aprendizaje, por medio de una revisión de tipo documental descriptiva, por medio de la revisión y búsqueda electrónica en libros, tesis, revistas, ponencias y publicaciones de congresos a fin al tema de investigación desde sus inicios y publicaciones relevantes, así como también se tomó información actualizada, por lo que se concluye que una institución de educación superior pretende cumplir en su totalidad con la normativa ya sea interna o externa en relación a la vinculación con la sociedad, buscando así el aprendizaje bidireccional, es decir tanto de docentes y alumnos como también el transmitir el conocimiento a una comunidad o sector beneficiario

    The links that higher education institutions maintain with the environment or environment where they maintain a social, economic, sector or educational focus are governed by higher education policies, laws or regulations. A comparison was made of the Ecuadorian situation with Latin America and Europe in higher education, which is why it is sought to know if the legal technical foundations of higher education contribute to the learning process, through a descriptive documentary type review, through the electronic review and search of books, theses, journals, conferences and publications of congresses to the research topic since its inception and relevant publications, as well as updated information, so that it is concluded that a higher education institution intends comply in full with the regulations whether internal or external in relation to the relationship with society, thus seeking bi-directional learning, that is, both teachers and students as well as transmitting knowledge to a community or beneficiary sector.
