This chapter analyzes the design and implementation processof the “Referential Guide for Tourism Management of Cultural Heritage” (RETURPAC, by its acronym in Spanish) in four municipalities of the Province of Buenos Aires (Argentina) in the period 2020-2021. Specifically, it describes the process in which the RETURPAC was developed, its antecedents, the way in which it was built, the role of the Universities and the particular approaches of local governments. In this light, the structure of the referential and the conceptual framework and its contents are exposed by means of a theoretical-practical approach, as well as the way in which the process was articulated and implemented in the first stage.This chapter seeks to integrate theoretical debates in relation to tourism and heritage, with findings and insights from the construction of an inclusive public policy. In connection to the aforementioned, this investigation cogitates on fairer and more inclusive policies according to the different realities of subnational governments.
