El artículo analiza las connotaciones que adquiere la gobernanza migratoria en tres escalas. La primera, la gobernanza migratoria global con la Agenda 2030. La segunda es la gobernanza migratoria regional con la Declaración de Los Ángeles sobre Migración y Protección de 2022 en el continente americano. Y la tercera en el ámbito estatal examinando la gestión migratoria de Estados Unidos y México, así como el caso del éxodo venezolano. Las conclusiones enfatizan que la gobernanza migratoria global desafía en sí misma a la propia seguridad y el desarrollo humano de las personas migrantes y refugiadas. Esta tesitura repercute en la Meta 10.7 de la Agenda 2030 y su implementación a través de instrumentos del Soft International Migration Law. Estos se reflejan en una gestión migratoria en la que predomina un enfoque estado-céntrico que prioriza la seguridad de las fronteras en la región en lugar de la seguridad de las personas migrantes y el desarrollo humano sostenible.
This article analyses the meanings of global migration governance considering three scales. First, the global migration governance in the 2030 Agenda. Second, the regional migration governance based on the Declaration of Los Angeles on Migration and Protection in the Americas. And third, in the state level examining the U.S.-Mexico migration management and the case of Venezuela exodus. The article’s conclusions highlight that global migration governance itself challenges the security of migrants and refugees, as well as their human development. This affects the goal 10.7 included the 2030 Agenda and their implementation through instruments of Soft International Migration Law. These instruments are displayed in a migration management with a predominant state-centric approach prioritizing border security in the region, instead of human security and sustainable human development.
