La incapacidad de los Estados de África Occidental y América Latina para garantizar la seguridad nacional ha suscitado gran preocupación entre la población de esas dos zonas, que se ha visto de esas dos zonas, que se ha visto obligada a hacerse cargo de su propia seguridad. Así, el florecimiento de diferentes milicias para hacer frente al terrorismo y al crimen organizado. Precisamente se habla de un violento combate que data de hace más de diez años, es decir, últimamente las poblaciones de estas dos zonas viven diariamente en un ambiente malsano por la presencia de hombres armados; lo que traduce un clima desfavorable para el desarrollo, a la educación y a la libertad de circulación sin ninguna restricción y terror.
El terrorismo internacional en el África Occidental y la delincuencia organizada en América Latina han mostrado al mundo entero los límites de las políticas gubernamentales en materia de seguridad y de defensa de estas dos subregiones; se trata de dos subregiones diferentes, lo que, por supuesto, explicará culturas diferentes, realidades no idénticas, pero estas dos subregiones tienen común un alto índice de inseguridad porque una se enfrenta al terrorismo internacional y la otra a la delincuencia internacional.

The inability of the States of West Africa and Latin America to guarantee national security has caused great concern among the population of those two areas, who have seen themselves in those two areas, who have been forced to take charge of their own security. Thus, the flourishing of different militias to deal with terrorism and organized crime. Precisely there is talk of a violent combat that dates back more than ten years, that is, lately the populations of these two areas live daily in an unhealthy environment due to the presence of armed men; which translates into an unfavorable climate for development, education and freedom of movement without any restriction and terror.
International terrorism in West Africa and organized crime in Latin America have shown the entire world the limits of government security and defense policies in these two subregions; these are two different subregions, which, of course, will explain different cultures, realities that are not identical, but these two subregions share a high rate of insecurity because one faces international terrorism and the other international crime.
