Resumen de Atonía patrimonial por el COVID-19: en la gestión municipal del Qoricancha y San Agustín (SG-3) del Centro Histórico del Cusco entre los años 2020 – 2021

  El presente estudio se desarrolla en el contexto de crisis sanitaria por el COVID-19 y su impacto en la gestión municipal entre el 15 de marzo de 2020 al 29 de febrero de 2021 en el barrio de Qoricancha y San Agustín (SG-3) del centro histórico del Cusco, puesto que el desarrollo de la pandemia se localiza en los barrios urbanos donde habitan y trabajan personas, y fueron los municipios los que aplicaron actividades públicas para contrarrestar las externalidades negativas producidas por la pandemia. El artículo presenta cómo la Municipalidad Provincial del Cusco reacciona desde la perspectiva de los sujetos patrimoniales ante la presente crisis sanitaria en este sector del Cusco patrimonial a partir de sus instancias municipales que se dedican a la gestión y administración, planificación, generación de normas legales, captación financiera y activación de la cooperación interinstitucional e internacional, pretendemos articular la realidad situacional de la Municipalidad Provincial del Cusco frente a la responsabilidad de preservar el patrimonio cultural y la ciudadanía de esta sección de la ciudad histórica, revelando su real capacidad de acción frente a los permanentes problemas que afronta cotidianamente.

  The present study has been carried out during the current sanitary crisis circumstances due to COVID-19 and its impact during the municipal management between march 15, 2020 and February 29, 2021 in the Historical Center of Cusco SG-3, given that, the development of the pandemic is localized in urban neighborhoods where people live and work, and municipalities have been carrying out public activities to confront the negative impact of the pandemic. The report presents a perspective from heritage "subjects" such as the Provincial Municipality of Cusco and its handling of the sanitary crisis in this sector of Cusco as a heritage site, from the municipal instances that handle management, planning, legislation, financial training and engagement in international and interinstitutional cooperation - we pretend to articulate the situational reality of the PMC as it carries out its responsibility for preserving the city's cultural heritage and citizenship, revealing its real capacity for action in the face of the permanent problems it faces on a daily basis.
